From One FBI File to a Legislative Proposal: Peter and Maria Foerster Ask Senator Van Hollen's Office and Congressman Jamie Raskin to Consider a Uniform Administrative Framework for Federal Investigations
Today, Maria Foerster personally delivered the following correspondence and accompanying discussion memorandum to Naki Frierson, Deputy Constituent Services Director for U.S. Senator Chris Van Hollen, at the Senator's Rockville, Maryland office.
Rather than seeking assistance with a specific matter, the submission asks whether Congress should consider a broader question:
Should Congress establish a more uniform administrative framework governing federal investigations?
The idea grew out of the family's effort to better understand the administrative records associated with a federal investigation involving their father, Dr. Bradley Foerster. After years of Freedom of Information Act requests, administrative appeals, and federal litigation, what began as an effort to understand one investigation evolved into a broader question about how federal investigations are administratively documented and managed.
The discussion memorandum does not propose changes to investigative authority or advocate expanded public access to investigative records. Instead, it asks whether Congress should consider establishing more consistent administrative procedures governing the documentation, management, preservation, transfer, certification, and disposition of investigative records throughout the lifecycle of federal investigations, while preserving existing protections for classified information, confidential sources, investigative techniques, grand jury material, and ongoing investigations.

The following morning, Maria and Peter Foerster also shared the discussion memorandum with Congressman Jamie Raskin.
In her email, Maria explained that after personally delivering the memorandum to Senator Van Hollen's Rockville office the previous day, she happened to see both Senator Van Hollen and Congressman Raskin interviewed on television that evening. It reminded her that she and Peter also wanted to share the discussion memorandum with Congressman Raskin and invite his office to engage with the broader policy question presented in the memorandum.
