Executive Summary of the FBI’s first interim production in ongoing DOJ FOIA litigation, including July 2017 Boston FBI reporting, 2018 FBI/HHS-OIG interview chronology, Washington, D.C.-area coordination activity, Mueller/Rosenstein correspondence, and contemporaneous FBI administrative records documenting coordination involving the FBI, Ann Arbor Police Department, University of Michigan Office of General Counsel, University of Michigan Police Department, and VA-OIG.
In ongoing FBI FOIA litigation concerning approximately 522 potentially responsive pages together with responsive audio records, Dr. Bradley Foerster submitted a narrowly tailored FOIA request seeking only two administrative data points: the opening and closing dates of the acknowledged investigation. After the FBI declined to process the request, Dr. Foerster submitted a further narrowed FOIA request seeking limited FBI intake, assessment, referral, and Guardian-entry metadata concerning allegations relating to Russian election interference in the 2016 U.S. Presidential Election and/or “Russia-Gate” concerning Dr. Bradley Foerster during the formative July 2016 through January 2017 period.
Following the FBI's missed May 4, 2026 anticipated production date, Plaintiff Dr. Bradley Foerster filed a Motion to Compel Production and Request for In Camera Review. After the FBI's first interim production was received on May 18, 2026, the motion was deemed moot and was formally denied as moot by the Court on May 22, 2026.
A Joint Status Report filed May 12, 2026 represented that the FBI anticipated productions on or about May 15, 2026 and June 16, 2026, and further confirmed that the FBI had identified approximately 522 pages of potentially responsive records together with potentially responsive audio records. After no FBI production was received by the revised anticipated May 15, 2026 production date, Dr. Foerster submitted a Supplemental Exhibit documenting contemporaneous correspondence with Assistant United States Attorney Kimberly Stratton concerning the status of production.
In April 2018, Drs. Myria Petrou and Bradley Foerster sent an escalation email to University of Michigan General Counsel Timothy Lynch requesting investigation into the identity and University connections of “Nick B,” including what Dr. Petrou described as fabricated criminal allegations contributing to continuation of the Ann Arbor Police Department investigation. The email copied Dr. Ella Kazerooni, then Interim Chair of Radiology, and referenced recordings attributed to “Nick B” together with texts attributed to Dr. Paul Cronin stating that he believed “Nick B” was a colleague within the University of Michigan Department of Radiology. Subsequent records identified Dr. Kazerooni as “our boss” within contemporaneous “Nick Bee” communications. No released University or Ann Arbor Police Department record reviewed by Dr. Petrou and Dr. Foerster documents investigators asking Dr. Kazerooni whether she knew or could identify “Nick Bee.” In subsequent federal litigation, Dr. Kazerooni formally denied knowledge of “Nick B” or his allegations despite having been copied directly on communications concerning what Dr. Petrou described as fabricated criminal allegations from “Nick B” and requests to investigate his identity and University connections.

A Joint Status Report filed in Foerster v. U.S. Department of Justice memorialized that the FBI did not make its previously anticipated May 4, 2026 production in the pending FOIA litigation concerning records related to “Russia-Gate.” The filing further documented that after the production date passed and Plaintiff did not receive clarification regarding commencement of production, Dr. Bradley Foerster filed a Motion to Compel Production and Request for In Camera Review on May 6, 2026. The Joint Status Report additionally stated that the FBI now anticipates productions on or about May 15 and June 16, 2026, and reiterated prior FBI representations identifying approximately 522 pages of potentially responsive records together with potentially responsive audio records.
A May 9, 2026 Supplemental Exhibit filed in Foerster v. U.S. Department of Justice, Case No. 1:25-cv-03277-CJN, documented communications concerning the FBI’s missed May 4, 2026 production deadline, revised anticipated production dates, and records identified in the pending FOIA litigation. Dr. Petrou and Dr. Foerster were not aware of these contacts at the time of their January 30 interview. The record documents the Ann Arbor interview as part of that reporting sequence.
FBI Interview Record – University of Michigan – Dr. Paul Cronin (March 7, 2018)
This record documents the March 7, 2018 FBI and HHS-OIG interview of Dr. Paul Cronin at the University of Michigan. Despite Dr. Bradley Foerster and Dr. Myria Petrou identifying Dr. Cronin as the source of Russia-Gate-related allegations in prior FBI interviews (January 30 and March 2, 2018), the record reflects:
Dr. Cronin was not questioned on those allegations during his own FBI interview.
This mirrors a broader pattern: multiple institutional and law enforcement investigations involving Dr. Foerster and Dr. Petrou proceeded without documented direct examination of Dr. Paul Cronin, the identified source.
Dr. Cronin has not come forward as a witness despite repeated requests from Dr. Foerster and Dr. Petrou.

Submitted as supplemental exhibits in a federal FOIA case, the affidavits address the timing and substance of these statements, including that Dr. Petrou was not the source of Cronin’s statements and that Dr. Cronin was identified as the source. The affidavits describe statements made in 2016, preceding later public reporting on related allegations, and provide primary-source evidence bearing on the origin and development of the Russia-Gate record and FBI reporting sequence.
University of Michigan OGC Records – FOIA Denial (Gerdes Files, Russia-Gate)
This record presents a FOIA request, denial, and appeal response concerning University of Michigan Office of General Counsel (OGC) records, including files associated with Christine Gerdes, relating to the Russia-Gate matter and references to Dr. Myria Petrou and Dr. Bradley Foerster. University of Michigan FOIA Appeal: Constructive Denial for Sara Abraham Complaint Interviews
Following the University of Michigan FOIA release regarding the Sara Abraham complaint, Bradley Foerster and Dr. Myria Petrou submitted FOIA requests for interviews conducted by the University’s Office of General Counsel and HR. Despite payment of the required deposit, the University took multiple extensions and ultimately reported “no responsive records”, issuing a refund. This raises questions regarding transparency and the handling of internal investigations, including the absence of documentation for the investigation and unresolved issues related to Abraham’s allegations of antisemitism, sexual harassment, and financial irregularities.

Aine Kelly
Investigative summary: In early 2024, Dr. Myria Petrou contacted Dr. Aine Kelly regarding a 2017 HHS-OIG medical billing complaint involving University of Michigan Radiology. Dr. Kelly joined Dr. Paul Cronin, Dr. Petrou, and Dr. Foerster in reporting the matter to the University of Michigan Office of General Counsel.
The complaint and subsequent inquiry regarding authorship are documented in the HHS-OIG Complaint (2017) – Submitted Under Dr. Myria Petrou’s Name and Subsequent Inquiry .
In a separate issue, Dr. Aine Kelly and Dr. Paul Cronin represented that they had not been trained as physicians in Ireland, despite being hired by University of Michigan Radiology leadership. FOIA requests submitted to the Irish Medical Council and the University of Michigan returned no records from the Irish Medical Council and incomplete University documentation, including an unsigned offer letter for Dr. Kelly and no responsive offer letters for Dr. Cronin. These findings are documented in Aine Kelly and Paul Cronin Medical Training Records – Irish Medical Council and University of Michigan FOIA Responses , and raise unresolved questions regarding how training and appointments were verified and formalized.
Ella Kazerooni

The University denied the request under the “frank communication” exemption. Dr. Petrou appealed, challenging the exemption under controlling case law and documenting a fraudulent 2017 HHS-OIG complaint submitted under her name, a misdirected NIH grant investigation, and missing federal agent records. The University President’s Office denied the appeal, and no substantive records were released. These proceedings are documented in HHS-OIG FOIA Appeal Document.
FOIA Request, Appeal, and Final Denial – February 2026
Eva Feldman
Investigative summary: A 2015 meeting transcript documents ALS Clinic leadership under Dr. Eva Feldman terminating the Department of Neurology’s relationship with Dr. Robert Welsh on an NIH-funded project, citing a breakdown in the collaboration. Dr. Feldman later stated that the decision was driven in part by a sexual harassment case and patient safety concerns, and referred Duaa Altaee to the University Title IX office. Following a year-long investigation, the Title IX office was unable to determine whether violations occurred, and the reports did not include key submitted evidence. Duaa Altaee was subsequently terminated while on approved medical leave. These events are documented in ALS Clinic Ends NIH-Funded Research Collaboration with Dr. Robert Welsh – 2015 Meeting Transcript .
In a separate FOIA matter, Dr. Bradley Foerster requested a University of Michigan Police Department (UMPD) report referenced in AAPD correspondence involving Dr. Eva Feldman. The University denied the request under privacy and law enforcement exemptions. Dr. Foerster appealed, challenging the application of exemptions under controlling case law and documenting prior non-disclosure of the report despite multiple FOIA requests and its identification through external police records. The University President’s Office denied the appeal, and no records were released. These proceedings are documented in FOIA Request, Appeal, and Final Denial – UMPD Police Report .
