Former Counsel Cyril Hall and the FBI File: What Were Dr. Petrou and Dr. Foerster Actually Being Accused Of?

On June 20, 2026, Dr. Myria Petrou transmitted the attached correspondence to former attorney Cyril Hall.

Mr. Hall represented Dr. Petrou and Dr. Foerster during the Merrill Lynch dispute, the Ann Arbor Police investigation, communications with federal law enforcement, litigation concerning the loss of the family's home, and other events that unfolded between 2016 and 2019. Mr. Hall was originally recommended by Tarek Seifeddine, who was then married to Duaa Altaee. He is a longtime Michigan trial attorney and a graduate of Howard University School of Law.

The correspondence follows the recent release of portions of the FBI file through federal FOIA litigation. Although Drs. Petrou and Foerster obtained a February 1, 2018 FBI interview of Maria Petrou through a University of Michigan FOIA request years earlier, subsequent FBI productions have provided additional context regarding events occurring between 2018 and 2021.

In the February 1, 2018 FBI interview, Maria Petrou repeatedly linked the difficulties involving the family to Duaa Altaee and an individual she referred to as "Shonda" or "MS." A separate 2024 communication from Maria Petrou advances a remarkably similar explanation for the events that followed.

At the same time, the Washtenaw County Prosecutor ultimately determined that the Merrill Lynch matter was civil in nature and declined criminal charges. The correspondence therefore asks a question that remains unresolved despite years of investigations, litigation, public records requests, and agency involvement:

What were Dr. Petrou and Dr. Foerster actually being accused of?

Dr. Petrou asks Mr. Hall what he knew about allegations her mother, Maria Petrou, was making to law enforcement, what discussions he had with FBI Special Agent Sue Lucas after those allegations surfaced, whether Maria Petrou communicated similar theories to him directly, and what he believed Dr. Petrou and Dr. Foerster were actually being accused of.

The letter also addresses the July 1, 2019 FBI INTELPRODS subfile, allegations involving Duaa Altaee and the individual referred to as "Shonda" or the "Mystery Lady," and the continuing effort to determine the disposition of funds following the August 3, 2017 sheriff's sale.

On June 21, 2026, Dr. Petrou transmitted a follow-up email asking Mr. Hall to address several additional issues while preparing his response.

The follow-up correspondence focuses on the period surrounding the July 1, 2019 opening of an intelligence-related subfile concerning Drs. Petrou and Foerster. According to the email, Drs. Petrou and Foerster were staying at the home of Maria and Petros Petrou in Ann Arbor during this period. Neither was working for the University of Michigan. Both were working remotely for separate medical practices, spending most of their time working, caring for their children, and attending church. The correspondence notes that they had little interaction with individuals outside of that circle.

Dr. Petrou asks Mr. Hall to explain what occurred during that period, whether he has any knowledge regarding the circumstances surrounding the opening of the FBI INTELPRODS file, why he advised Drs. Petrou and Foerster not to make certain payments arising from litigation surrounding the loss of their home, what he understood regarding the March 2018 agreement to repurchase the property from Bank of Ann Arbor, whether that agreement and its timing were based upon assurances from Paul Cronin regarding financing, and whether any undisclosed agreements were reached on behalf of Drs. Petrou and Foerster.
