HHS-OIG FOIA Record – University of Michigan Medical Billing Complaint; Closing Memorandum; No Final Report or Recorded Interviews (U.S. Attorney Curteman, 2021)

HHS Office of Inspector General responses to Freedom of Information Act requests regarding records associated with the July 20, 2017 University of Michigan medical billing complaint.

The below correspondence arises from a litigated FOIA appeal seeking the final report of an investigation associated with NIH grant R01 NS082304. In response, HHS-OIG advised in 2021 that no final report existed and provided the closing memorandum for complaint/case number (#5-17-0-0192-4), the same memorandum shown above.

As stated by Dedra Curteman, Assistant U.S. Attorney, “there is not and never was an HHS OIG final report, other than the investigative memorandum that you’ve received,” and “interview reports were not created by HHS.”

This request is followed by records identified in a subsequent FOIA determination.
