Bradley Foerster Submits 140-Exhibit Documentary Chronology to FBI for Supervisory Review of the Investigation Involving Dr. Bradley Foerster, Dr. Myria Petrou, and Duaa Altaee — NIH Grant, Debarment, Criminal Referral, “Tyson Howard,” and Russia-Gate Related Information
Dr. Bradley Foerster has submitted a 140-exhibit, 1,121-page documentary chronology to the FBI for supervisory review concerning NIH Grant R01NS082304, FBI Case No. 46H-DE-2595857, HHS-OIG Case No. 5-17-0-0192-4, related University of Michigan proceedings, and Russia-related information retained in his FBI file.
The submission follows the recent production of Dr. Foerster’s FBI file through FOIA litigation and asks the Bureau to compare the chronology against its complete, unredacted record. Specifically, it asks the FBI to determine whether it properly received, assessed, investigated, and resolved information provided by Dr. Bradley Foerster, Dr. Myria Petrou, and Duaa Altaee—and whether subsequent investigative actions concerning them had adequate factual support.

Six Issues for FBI Supervisory Review
The submission asks the FBI to review six specific issues:
1. NIH Grant R01NS082304 — the origin, factual basis, and investigative handling of allegations concerning the grant.
2. Transfer of information among agencies and the University of Michigan — what information concerning Dr. Bradley Foerster, Dr. Myria Petrou, and Duaa Altaee was exchanged among the FBI, HHS-OIG, Ann Arbor Police Department, and their employer, the University of Michigan, including its Office of General Counsel; when those exchanges occurred; and how the information was used in federal investigations and University proceedings.
3. Debarment — the basis, authorization, communications, and disposition of the debarment process involving Dr. Bradley Foerster and Dr. Myria Petrou, which proceeded without their knowledge, including communications among the FBI, HHS-OIG, and the University of Michigan.
4. Criminal prosecution referral and declination — the referral of Dr. Bradley Foerster and Dr. Myria Petrou for criminal prosecution, made without their knowledge, and the subsequent declination by the U.S. Attorney’s Office for the Eastern District of Michigan.
5. “Tyson Howard” — the identity, agency affiliation, authority, and role of the individual who participated with the FBI in the March 2, 2018 interview while identifying himself as an HHS-OIG Special Agent.
6. Russia-related information — the investigative handling and disposition of Russia-related information provided by Dr. Bradley Foerster, Dr. Myria Petrou, and Duaa Altaee and retained in Dr. Foerster’s FBI file.
The FBI Has the Complete Record
The submission does not ask the FBI to accept the chronology’s conclusions.
It asks the Bureau to compare the 140 exhibits against its own complete records, including unredacted information unavailable through FOIA. That comparison allows the FBI to determine where the documentary chronology matches its records, what additional information the Bureau possesses, and how these matters were ultimately handled.
That review is particularly important because the documents record information moving among federal investigators, law enforcement, and Drs. Foerster and Petrou’s employer, the University of Michigan, while debarment proceedings and a criminal prosecution referral concerning them occurred without their knowledge.
Formal Submission and Request for a Written Response
Dr. Foerster executed the request under penalty of perjury and notarized it on September 28, 2026. The accompanying certificate documents service on FBI Detroit Special Agent in Charge Jennifer Runyan, FBI Director Kash Patel, and the additional federal, state, University of Michigan, congressional, and other recipients identified in the submission.
The submission places the 140-exhibit documentary chronology before the FBI for supervisory review against the Bureau’s complete investigative record. Dr. Foerster expressly asks the FBI to provide a written response and disposition of the request.

September 28, 2026 — Certificate of Service for FBI Supervisory Review Submission
September 30, 2026 — Complete Supervisory-Review Submission Transmitted Electronically to FBI Detroit
Following a delay in UPS delivery of the hard-copy submission, the complete supervisory-review request and supporting materials were transmitted electronically to the FBI Detroit public-corruption reporting address for delivery to Special Agent in Charge Jennifer Runyan.
The electronic transmission creates a dated record that the supervisory-review request and supporting materials were sent to an official FBI Detroit reporting address for delivery to SAC Runyan.
