Aine Kelly and Paul Cronin Medical Training Records – Irish Medical Council and University of Michigan FOIA Responses

Summary: Dr. Aine Kelly and Dr. Paul Cronin, a married couple who married shortly after emigrating from Ireland to the United States in the early 2000s on medical training visas as cardiothoracic imaging fellows, were hired by University of Michigan Radiology Chair Dr. Reed Dunnick and worked under Dr. Ella Kazerooni. Both told Dr. Bradley Foerster and Dr. Myria Petrou that they had not been trained as physicians in Ireland. Dr. Cronin further stated that this circumstance—and that Dr. Dunnick and Dr. Kazerooni were aware of their lack of medical credentials—provided “near perfect cover to operate as a spy.”

In response to these statements, Dr. Foerster submitted Freedom of Information Act (FOIA) requests to the Irish Medical Council and the University of Michigan to verify their training and credentialing history.

The document below reflects the first FOIA response from the Irish Medical Council regarding Dr. Aine Kelly’s and Dr. Paul Cronin’s medical training records.

Dr. Foerster also submitted a FOIA request for Dr. Aine Kelly’s offer letter from Dr. Reed Dunnick and received an unsigned offer letter, with Dr. Ella Kazerooni carbon copied on the correspondence. Dr. Foerster subsequently requested a signed copy of the offer letter; however, the FOIA request was denied, with the University stating, “request is denied because the University has no responsive record.”

Dr. Foerster also submitted a FOIA request for Dr. Paul Cronin’s offer letter, including requests for both signed and unsigned versions. The University denied the request, stating that it had no responsive records for either signed or unsigned offer letters.
