Russia-Gate, a White House Referral, and an FBI FOIA Request: FBI Confirms Processing of White House Correspondence No. 1023568

On June 25, 2026, Dr. Bradley Foerster filed the following administrative appeal with the U.S. Department of Justice Office of Information Policy concerning a Freedom of Information Act request for records relating to White House Correspondence No. 1023568 and FBI Reference No. WP# 25-416225.

The appeal arises from the following sequence of documented events.

Dr. Foerster previously submitted correspondence to President Donald J. Trump concerning allegations involving Dr. Paul Cronin, the 2016 Presidential Election, and matters described throughout this archive as "Russia-Gate."

On October 21, 2025, the Federal Bureau of Investigation acknowledged that the White House correspondence had been forwarded to the Department of Justice, referred to the FBI, and forwarded to the appropriate offices for review. The FBI further advised that a final, more detailed response was expected by January 29, 2026.

After January 29, 2026 passed without a substantive response, Dr. Foerster submitted a Freedom of Information Act request seeking records documenting the handling and disposition of the White House referral, including records sufficient to determine whether any review or investigation had been initiated, even if no formal investigation ultimately resulted.

By letter dated April 16, 2026, the Department of Justice advised that the request had been referred to the Federal Bureau of Investigation for processing and instructed that all future inquiries concerning the request should be directed to the FBI.

On June 13, 2026, after receiving no FBI FOIPA tracking number, no estimated completion date, and no substantive response, Dr. Foerster submitted a written status inquiry requesting confirmation that the referred request had been received and processed. The inquiry also requested identification of the FBI office responsible for reviewing the referral, any review, assessment, inquiry, evaluation, or investigation initiated in response to the referral, and the current status of processing.

On June 25, 2026, Dr. Foerster filed the following administrative appeal with the Department of Justice Office of Information Policy. The appeal requested that the Office of Information Policy determine whether the FBI had received and processed the referred Freedom of Information Act request, identify any assigned FBI FOIPA tracking number, and direct the FBI to issue the determination required by the Freedom of Information Act.

Later that same day, the FBI issued a written response advising that the request had been assigned to an analyst for processing under FBI FOIPA Request No. 1736344-000. The FBI stated that the assigned analyst would determine the records responsive to the request, apply any applicable exemptions under the Freedom of Information Act, and, if necessary, refer responsive records for declassification review before release.
