September 24, 2020 Letter to FBI Special Agent Sue Lucas Regarding Unverified HHS-OIG Agent in March 2, 2018 Interview
On September 24, 2020, Dr. Myria Petrou and Dr. Bradley Foerster transmitted a written communication by facsimile to FBI Special Agent Sue Lucas at the Ann Arbor field office regarding the March 2, 2018 interview.
The letter directly raises the issue that an individual identifying himself as an HHS-OIG Special Agent using the name “Tyson Howard” participated in that interview without displaying a federal badge and could not subsequently be contacted using the information provided.
The communication further states that the U.S. Department of Health and Human Services Office of Inspector General (HHS-OIG) confirmed that it had no record of an employee by the name of “Tyson Howard.”
The letter explicitly asks FBI Special Agent Sue Lucas to explain why the interview was conducted in the presence of an individual who may not have been a federal agent.
The letter further documents a discrepancy in the availability of FBI interview records, in which the University of Michigan possessed unredacted copies of FBI interview materials from the interviews conducted by FBI Special Agent Sue Lucas of Dr. Petrou’s mother, Maria Petrou (January 26 and February 1, 2018), as well as the January 30, 2018 Detroit FBI interview of Dr. Foerster and Dr. Petrou, but did not produce any record of the March 2, 2018 Ann Arbor interview conducted by FBI Special Agent Sue Lucas.
The March 2, 2018 interview record was subsequently obtained only through a FOIA request to the U.S. Department of Justice and was produced in redacted form.
The transmission record reflects that the communication was successfully sent to the FBI Ann Arbor field office on September 24, 2020.
This document records that an individual identifying himself as an HHS-OIG Special Agent could not be verified, and requests that FBI Special Agent Sue Lucas account for that individual’s presence at the March 2, 2018 Ann Arbor interview.
No response to this communication is reflected in the record.
