Overview: The following materials relate to employment and administrative matters involving the Veterans Affairs (VA) system, referenced in subsequent University of Michigan correspondence.

Bradley Foerster, MD, PhD was appointed at the University of Michigan in 2009 with a joint position including a 5/8 appointment at the Ann Arbor Veterans Affairs Medical Center, enabling eligibility for VA research funding.

In 2016, Dr. Foerster identified a discrepancy involving funds associated with a VA research grant under his direction. Communications with both local and central VA offices reflected differing explanations regarding the handling of those funds.

In 2017, Dr. Foerster took leave related to family & personal medical circumstances and subsequently utilized Family and Medical Leave Act (FMLA) leave through the University of Michigan.

During this period, a termination notice was issued by the Ann Arbor VA citing absence without leave (AWOL). Subsequent documentation, including payroll records, reflects leave without pay status.

Later employment at another VA facility and review of federal reporting records did not identify prior reportable actions.
