HHS-OIG FOIA Response — No Records Located for Medical Billing and MiChart Investigations at University of Michigan Radiology (2017–2020)
On May 1, 2025, HHS-OIG responded to Dr. Bradley Foerster’s January 9, 2024 FOIA request for investigations or reports concerning medical-billing/MiChart practices at the University of Michigan Department of Radiology, covering January 1, 2017, through January 1, 2020.
Nearly sixteen months after the request, HHS-OIG reported that its Office of Investigations had searched for responsive records but could not locate any responsive documents.
Yet HHS-OIG’s October 6, 2017 Opening Investigative Memorandum for Case No. 5-17-0-0192-4 identifies MiChart up-coding allegations within University of Michigan Radiology, alongside alleged grant fraud involving NIH Grant R01NS082304. That memorandum falls within the period covered by Dr. Foerster’s request.
