Dr. Myria Petrou Correspondence with Dr. Paul Cronin and Dr. Aine Kelly Regarding HHS-OIG Complaint Submitted Under Her Name
Summary: In early 2024, Dr. Myria Petrou contacted Dr. Paul Cronin and Dr. Aine Kelly regarding a 2017 HHS-OIG medical billing complaint tied to the University of Michigan Department of Radiology and Dr. Ella Kazerooni.
Prior to this, Dr. Cronin had repeatedly raised concerns regarding radiology billing practices, with Dr. Paula Novelli independently expressing similar concerns. Dr. Cronin requested Dr. Foerster and Dr. Petrou’s assistance reporting the matter to the University of Michigan Office of General Counsel (UM OGC), expressed concern about retaliation involving Radiology leadership including Dr. Ella Kazerooni, and the billing concerns were subsequently reported jointly to UM OGC by Dr. Cronin, Dr. Kelly, Dr. Petrou, and Dr. Bradley Foerster.
Following this reporting, Dr. Cronin informed the University that Dr. Foerster was the source of the allegations. The allegation was later used as a basis to initiate dismissal proceedings against Dr. Foerster, a tenured faculty member, despite Dr. Foerster and Dr. Petrou not being aware at the time of any HHS-OIG complaint submitted under Dr. Petrou’s name.
The complaint was later identified as having been submitted under Dr. Petrou’s name, with Dr. Bradley Foerster listed as a witness, and triggered a two-year federal investigation.
After later matching the HHS-OIG case number associated with the NIH ALS grant investigation to the medical billing complaint records released in early 2024, Dr. Petrou requested that the HHS-OIG disassociate her from the complaint.
Based on the complaint timestamp and related submission records, the only individuals known to have had access to the complaint at the time of submission were Dr. Petrou, Dr. Foerster, Dr. Cronin, and Dr. Kelly.
Dr. Petrou wrote to Dr. Cronin and Dr. Kelly:
“So some party sent a fabricated complaint under my name — it had to be a party that had something to gain by this setup.”
When asked what they knew regarding the complaint, Dr. Cronin replied:
“I am not aware either.”
Dr. Kelly replied:
“I don’t know if the computer was compromised or hacked.”
