Washtenaw Prosecutor Certifies No Records Exist on Foreign Agent Allegations (FOIA Response)

The Washtenaw County Prosecutor’s Office certifies that no records exist.
No agency has produced documentation supporting the allegation.

FOIA Response – No Records Exist

On April 9, 2026, the Washtenaw County Prosecutor’s Office issued a response to a FOIA request seeking:

Any and all documents regarding allegations, reports, investigations, or concerns that Dr. Bradley Foerster and/or Dr. Myria Petrou were acting as foreign agents, serving foreign interests, or engaging in espionage-related activity (2025–present).

“A search of the records of the Office of the Prosecuting Attorney produced no responsive records.”

“To the best of my knowledge no records exist in response to your request.”

This response constitutes a formal certification that no such records exist within the Prosecutor’s Office.

FOIA Appeal (Filed Prior to Response)

The appeal documented the failure to respond within statutory time limits prior to the issuance of the response.

As stated in the appeal:

“The response was not compliant with the statutory timing requirements.”

Parallel Requests Across Agencies

Identical FOIA requests were submitted across multiple law enforcement and government bodies within a 24-hour period, including:

  • University of Michigan (Office of General Counsel – Christine Gerdes)
  • Ann Arbor Police Department
  • Washtenaw County Sheriff’s Office
  • Michigan State Police
  • Michigan Attorney General (Dana Nessel)
  • University of Michigan Police Department (10-day extension issued)

Each of these requests—including the University of Michigan Office of General Counsel response—was denied or otherwise responded to within the initial five (5) business-day statutory period.

A FOIA request to the University of Michigan Police Department remains pending as to whether any responsive records exist. On April 9, 2026, the University of Michigan issued a 10-day extension.

FBI records are being processed through ongoing Department of Justice FOIA litigation, where production is expected on a rolling basis.

The objective is direct:
To determine whether any public body possesses records supporting allegations of foreign agent or espionage-related activity involving Dr. Foerster or Dr. Petrou.

Prior Prosecutorial Position (Eli Savit)

This request arises in the context of prior communications with Washtenaw County Prosecutor Eli Savit.

  • Prosecutor Savit stated the office “was not an investigatory body”
  • No investigation occurred into the absence of a probable cause file underlying the search warrants that froze Dr. Foerster’s and Dr. Petrou’s bank accounts for over a year—resulting in a sheriff’s sale and eviction, despite the Michigan Attorney General stating such a file is required as a matter of law
  • No investigation occurred into unaccounted funds from the sheriff’s sale following foreclosure proceedings

Notably, Eli Savit also serves as a lecturer at the University of Michigan Law School—placing these positions alongside an ongoing academic role within the same institutional environment tied to the underlying events.
