Dr. Bradley Foerster Retransmits NIH RPPR (Research Performance Progress Report) and Utah/Welsh Financial Records for NIH Grant R01 NS082304 to HHS-OIG Office of Counsel

On May 26, 2026, Dr. Bradley Foerster transmitted follow-up correspondence to the HHS-OIG Office of Counsel after the HHS-OIG email address listed for Special Agent Tyson Howard reportedly failed delivery.

The correspondence requested that previously transmitted materials concerning investigative predicate, probable cause, inter-agency coordination, and overlapping chronology reflected across FBI, HHS-OIG, University of Michigan, and Ann Arbor Police Department records be forwarded appropriately within HHS-OIG.

The follow-up correspondence also retransmitted the final NIH Research Performance Progress Report (RPPR) for NIH Grant R01 NS082304 and associated University of Utah/Welsh subcontract and accounting records referenced in the underlying correspondence concerning investigative predicate, probable cause, and inter-agency coordination.

The attached RPPR materials describe data collection and analysis activities performed by Dr. Foerster’s team and reflect minimal reported effort for Dr. Robert Welsh (0.1 calendar months) during the final reporting period. At the same time, associated University of Utah subcontract and accounting records reflect substantial subcontract funding connected to the Welsh subcontract during the same period.

The correspondence further requested clarification regarding whether these materials were reviewed as part of the FBI and/or HHS-OIG investigative activity reflected in released federal records.

For transparency purposes, the correspondence also copied the offices of Senator Chris Van Hollen and Congressman Jamie Raskin.
