July–August 2017: University of Michigan Police, AAPD, and FBI Chronology

The following University of Michigan Public Safety & Security report, initially reported on July 14, 2017, entered on July 18, 2017, and printed on August 4, 2017, later appeared within the released FBI file.

The report documents:

  • suspicious telephone calls distributed to multiple “umich.edu” email accounts,
  • transfer of audio recordings from the University of Michigan Office of General Counsel to University police on a flash drive,
  • and review of audio recordings involving Dr. Bradley Foerster, Dr. Paul Cronin, and Duaa Altaee.

University of Michigan Police Department report later produced within the FBI file.

Related FBI records separately document:

  • August 3, 2017 contact between the FBI and Ann Arbor Police Department Detective Bradley Rougeau regarding potential overlap between federal and local investigations,
  • August 3, 2017 contact between the FBI and University of Michigan Police Chief Bob Neuman regarding possible University records connected to reported NIH and VA grant fraud allegations,
  • August 4, 2017 FBI receipt and review of University of Michigan Police Department materials,
  • and August 7, 2017 FBI retrieval of voluminous AAPD investigative records from Detective Rougeau for retention within the FBI file.

The following unredacted FBI administrative records were previously obtained through University of Michigan FOIA releases and provide additional context beyond the heavily redacted chronology reflected within the released FBI file.

FBI administrative records documenting federal coordination with University of Michigan and Ann Arbor law enforcement personnel.

The released federal chronology now reflects overlapping portions of:

  • University of Michigan Police Department activity,
  • Ann Arbor Police Department investigation,
  • Office of General Counsel involvement,
  • and later FBI/HHS-OIG records.

The federal record remains under reconstruction.
