Russia-Gate FOIA Request Targets FBI Records Received by University of Michigan After 2019 Determination

One of the key questions in the Russia-Gate Investigation is not just what records existed in 2019—but what records the University of Michigan obtained after that point.

In a prior Freedom of Information Act (FOIA) response dated September 20, 2019, the University produced FBI documents relating to Dr. Bradley Foerster and Dr. Myria Petrou and stated that no additional responsive records existed at that time. However, federal records confirm that the underlying Russia-Gate investigation continued through at least 2021.

This request builds on previously released materials, including unredacted FBI reports produced by the University of Michigan in 2019 , confirming that the University possessed FBI-related documents prior to its determination that no additional responsive records existed.

In addition, the University of Michigan has declined to produce two Russia-Gate memoranda maintained by the Office of the General Counsel, as reflected in a presidential-level FOIA appeal denial issued by University President Domenico Grasso: University of Michigan President Grasso FOIA Appeal Denial

Notably, the underlying FOIA request for the Russia-Gate memoranda identified Dr. Bradley Foerster and Dr. Myria Petrou by name, aligning with the individuals referenced in the present request.

This raises additional questions regarding the scope of records in the University’s possession relating to this matter.

The following FOIA request seeks to identify any FBI-related materials that came into the University’s possession after that 2019 production, regardless of when those records were originally created.
