2019 University of Michigan FOIA Release: FBI Boston Complaint, AAPD Overlap, and UM OGC Communications Involving Christine Gerdes
In 2019, the University of Michigan produced FBI records in response to FOIA Request FOE 0764-19. The release included FBI complaint records, Ann Arbor Police Department references, and FBI communications concerning allegations involving grant fraud, billing irregularities, and related investigations.
The records reflect that, on July 28, 2017, Dr. Bradley Foerster and Dr. Myria Petrou traveled to the FBI Boston Field Office and reported allegations involving NIH grant fraud, VA grant irregularities, University of Michigan medical billing concerns, and related matters. The FBI records further state that Dr. Foerster advised the FBI that he possessed documents, emails, and recorded conversations concerning the reported allegations.
The same FOIA production also included August 2017 FBI communications documenting contact between FBI Special Agent Susan Lucas and University of Michigan Associate General Counsel Christine Gerdes regarding an internal University review of allegations reported by Dr. Bradley Foerster.
Separate HHS-OIG records later produced through FOIA documented that, on October 6, 2017, HHS-OIG formally opened an investigation involving University of Michigan Radiology, MiChart/upcoding allegations, and NIH Grant R01NS082304. Christine Gerdes was later identified in separate University of Michigan FOIA litigation and appeals concerning withheld FBI-related University records and internal University communications concerning Russia-Gate-related allegations.
The records further reflect that, by August 2017, the FBI, Ann Arbor Police Department, University of Michigan Office of General Counsel, University of Michigan Police Department, and VA-OIG were all aware of, or communicating regarding, allegations involving grant fraud, billing irregularities, and related investigations.

- VA-OIG awareness of related allegations;
- and FBI assessment and closure decisions concerning reported fraud allegations.
