Bradley Foerster Seeks Guidance from Zohran Mamdani, Alvin Bragg, and Letitia James on Civil Rights and Federal Investigative Record

September 7, 2026 — Request for Guidance from New York Officials

On September 7, 2026, Dr. Bradley Foerster sought guidance from New York City Mayor Zohran Mamdani, Manhattan District Attorney Alvin Bragg, and New York Attorney General Letitia James concerning a documentary record spanning University of Michigan proceedings, federal investigations, and years of FOIA litigation.

The outreach focused on civil rights, academic freedom, institutional accountability, good-faith reporting, and unresolved questions in the federal investigative record.

More Than 500 Pages of FBI Records

Through Dr. Foerster’s federal FOIA litigation, the FBI acknowledged a file comprising more than 500 pages and subsequently produced records from that file.

Those records document Russia-Gate information reported to the FBI by Dr. Foerster and his wife, Dr. Myria Petrou, in 2018, including statements they attributed to University of Michigan colleague Dr. Paul Cronin concerning events in 2016.

The released FBI records also document a federal investigation involving NIH ALS Grant R01 NS082304, including interactions among the FBI, HHS Office of Inspector General, and University of Michigan. The U.S. Attorney’s Office ultimately declined criminal prosecution in the NIH grant matter.

An Unidentified Federal Agent

One element of that federal record remains particularly unresolved.

On March 2, 2018, Drs. Foerster and Petrou were interviewed at the FBI’s Ann Arbor office by FBI Special Agent Sue Lucas and an individual who identified himself as HHS-OIG Special Agent “Tyson Howard.”

Howard interviewed Drs. Foerster and Petrou alongside Agent Lucas and provided them with a business card identifying him as an HHS-OIG Special Agent.

Yet when Dr. Foerster contacted HHS-OIG in 2019, the agency could not identify Howard. Subsequent efforts have not resolved the basic questions of who he was, under what authority he participated in the FBI interview, and what role he played in the federal investigation.

An Unresolved New York Connection

The NIH grant investigation presents a separate unresolved question.

The U.S. Attorney’s Office for the Eastern District of Michigan reported that it located no responsive records concerning the investigation. At the time federal criminal prosecution of the NIH grant matter was declined in February 2019, however, Drs. Foerster and Petrou were living within the Southern District of New York.

Dr. Foerster therefore submitted a separate FOIA request seeking records concerning SDNY’s involvement, if any, in the NIH grant investigation and prosecution decision. As of September 7, 2026, that request was overdue, and related efforts to obtain clarification from the U.S. Attorney’s Office had received no substantive response.

The Broader Question

The outreach did not ask Mayor Mamdani, District Attorney Bragg, or Attorney General James to accept Dr. Foerster’s interpretation of these events.

It asked that the documentary record be considered on its own terms.

At its core, that record raises broader questions about civil rights, institutional accountability, academic freedom, the treatment of good-faith reporting, and the ability of an individual to obtain the information necessary to understand and challenge actions taken by powerful institutions.

It also leaves concrete federal questions unresolved: how the Russia-Gate information reported to the FBI was handled; which U.S. Attorney’s Office reviewed and declined prosecution of the NIH ALS grant matter; and the identity, authority, and role of the individual who interviewed Drs. Foerster and Petrou alongside FBI Special Agent Sue Lucas while identifying himself as HHS-OIG Special Agent “Tyson Howard.”

Dr. Foerster provided Mayor Mamdani and District Attorney Bragg with the Hail to the Victims Case Index and asked for guidance about which New York or federal authorities would be appropriate for further review. The September 7 email expressly framed the request as one for advice rather than a predetermined conclusion.

That same day, Dr. Foerster separately submitted the record to Attorney General Letitia James through the New York Attorney General’s official contact portal, likewise requesting guidance concerning the appropriate authorities for review.
