Dr. Myria Petrou Again Asks Governor Gretchen Whitmer for Independent Review of University of Michigan Handling of Her Sexual-Assault Report — Recording Was Presented and Discussed During Dr. Bradley Foerster’s 5.09 Proceedings

October 4, 2026 — Dr. Myria Petrou, former Assistant Professor of Radiology at the University of Michigan, again asked Governor Gretchen Whitmer for an independent review of the University’s handling of her report of sexual assault.

The new correspondence also returns to an important part of the record: Dr. Petrou’s recorded account was presented and discussed during the University of Michigan Medical School’s 5.09 proceedings against her husband, Dr. Bradley Foerster.

The November 2018 hearing transcripts document that Dr. Petrou’s recording was presented to the ad hoc committee for its consideration, that University of Michigan Associate General Counsel Gloria Hage was present, and that committee members questioned Dr. Foerster about what they had heard. Nine days later, during the final hearing session and shortly before his closing statement, Dean Marschall Runge’s outside counsel, Mr. Daniel Tukel, returned to Dr. Petrou’s recording in one of his final questions to Dr. Foerster.

Eight years later, Dr. Petrou is asking a basic question: who can independently review how the University handled Dr. Petrou’s report?

September 24, 2018 — Dr. Petrou Reports Sexual Assault in Her Resignation Letter

On September 24, 2018, while recovering from surgery, Dr. Petrou resigned from the University of Michigan and reported that she believed she had been sexually assaulted.

Dr. Petrou’s resignation letter described statements made by her former colleague Dr. Paul Cronin concerning her February 2017 miscarriage. Dr. Petrou wrote that Dr. Cronin had described the miscarriage as the result of an alleged intentional “pharmacologic intervention” and knew details surrounding the events that Dr. Petrou believed he should not have known.

The University had the report.

The next day, Dr. Ella Kazerooni told Dr. Petrou that the resignation letter would be forwarded to other University offices “for follow up on the matters described.” The University police report later documented that U-M’s Office of General Counsel provided Dr. Petrou’s resignation letter to U-M Police. Dr. Petrou was never interviewed, and the investigation was ultimately closed for “lack of information.”

Dr. Kazerooni’s response, the University police records, and the October 16, 2022 correspondence to President Santa Ono and Governor Whitmer are included in the supporting documentary package:

November 17, 2018 — Dr. Petrou’s Recording Is Presented During the 5.09 Hearing

During Dr. Foerster’s November 17, 2018 5.09 hearing, Dr. Foerster presented a recording Dr. Petrou had made for the Medical School ad hoc committee.

Dean Runge’s outside counsel, Mr. Daniel Tukel, stated on the record:

“the recording of Dr. Petrou has been presented to the Committee. It’s for your consideration.”

The recording presented to the committee is reproduced below.

The hearing appearance page identifies University of Michigan Associate General Counsel Gloria Hage as present.

University of Michigan Office of General Counsel (OGC) attorney Gloria Hage, identified as present during the November 17, 2018 hearing, later addressed a separate matter involving "Nick," an unidentified witness who claimed to be University of Michigan faculty and made sexual and criminal allegations against Drs. Petrou and Foerster were used by the Ann Arbor Police Department to justify continuing its criminal investigation of Drs. Petrou and Foerster.

The University's OGC had previously attempted, unsuccessfully, to establish "Nick's" identity without informing Drs. Petrou and Foerster. The October 1, 2018 Office for Institutional Equity (OIE) report, dated the day after Dr. Petrou's resignation became effective on September 30, 2018, documented those efforts. The report was first introduced during Dr. Foerster's Bylaw 5.09 hearings after Dr. Foerster told the Ad Hoc Hearing Committee that no one had investigated "Nick."

On March 22, 2023, OGC attorney Gloria Hage stated that no University officials would investigate matters involving "Nick" and that there would be no further response. See “University of Michigan OGC Attorney Gloria Hage: ‘No Matters Involving Nick Will Be Investigated’ — Dr. Myria Petrou’s Request for Renewed Investigation, Concealed 2018 Inquiry, and Bylaw 5.09 Proceedings (March 22, 2023).”

Returning to the November 17, 2018 hearing, the committee discussed Dr. Petrou's account. Dr. Sally Camper said that it sounded like Dr. Petrou had experienced a “serious sexual assault.” Dr. Phillip Rodgers asked whether the allegation was that an agent had been introduced without Dr. Petrou's knowledge and contributed to the pregnancy loss. Committee Chair Dr. Carol Bradford then asked whether Dr. Cronin's recorded statements could be made available to the committee.

November 26, 2018 — Dean Runge’s Outside Counsel Returns to Dr. Petrou’s Recording

Nine days later, during the final hearing session, the recording came up again.

Near the end of the evidentiary proceedings—and shortly before his closing statement to the committee—Dean Runge’s outside counsel, Mr. Tukel, returned to Dr. Petrou’s recording in one of his final questions to Dr. Foerster.

Mr. Tukel began:

“I actually have one question essentially by cross-examination for Dr. Foerster.”

Mr. Tukel then referred specifically to “the recording that you played of Dr. Petrou at our last meeting day” and asked Dr. Foerster about Dr. Petrou’s statement concerning an alleged intentional pharmacological intervention by “Reed and company.”

Dr. Foerster answered:

“Based on the information that I have before me, yes.”

Mr. Tukel responded:

“Nothing further.”

Mr. Tukel subsequently delivered his closing statement on behalf of Dean Runge.

October 2022 — Dr. Petrou Turns to President Ono and Governor Whitmer

In October 2022, Dr. Petrou brought this history to President Santa Ono and forwarded the matter to Governor Whitmer, asking for assistance. Dr. Petrou’s correspondence specifically noted that the recording had been played during Dr. Foerster’s 5.09 hearing.

The complete correspondence and supporting documents are included in the documentary package linked above.

October 4, 2026 — Dr. Petrou Asks Governor Whitmer Again

Four years later, Dr. Petrou again asked Governor Whitmer for an answer: who, if anyone, in Michigan can independently review the University’s handling of Dr. Petrou’s report, and why was no action taken when Dr. Petrou previously sought the Governor’s assistance?

Dr. Petrou also draws a clear distinction between the underlying allegations and the independent review being requested:

“I am not asking you to decide whether my underlying allegations are true. I am asking who has the authority and independence to investigate them, and to examine how the University responded after I reported them.”

The documentary record shows that the University received Dr. Petrou’s report; U-M’s Office of General Counsel provided the resignation letter to U-M Police; Dr. Petrou’s recording was later presented and discussed during Dr. Foerster’s 5.09 hearing while U-M Associate General Counsel Gloria Hage was present; and Dean Runge’s outside counsel returned to the recording during the final hearing session.

Dr. Petrou brought the matter to Governor Whitmer in 2022.

On October 4, 2026, Dr. Petrou asked again: who can independently review how the University of Michigan handled Dr. Petrou’s report?
