Three FBI Interviews, One Name: HHS-OIG FOIA Requests Concerning “Tyson Howard” (2018–2026)

The identity of HHS-OIG Special Agent “Tyson Howard” has remained unresolved since the March 2, 2018 FBI interview of Dr. Bradley Foerster and Dr. Myria Petrou in Ann Arbor, Michigan.

Dr. Foerster and Dr. Petrou documented in sworn affidavits that FBI Special Agent Sue Lucas conducted the interview with an individual who identified himself as HHS-OIG Special Agent “Tyson Howard.” The individual participated in the interview and provided an HHS-OIG business card bearing that name.

When Dr. Foerster later attempted to verify Howard’s identity, HHS-OIG advised that there was no employee by that name.

In 2021–2022, subsequent FOIA requests produced a different result. HHS-OIG located responsive records concerning “Tyson Howard” but withheld the records in full. On administrative appeal, HHS described the withheld material as including a federal agent badge ID and email address concerning an individual mentioned in law-enforcement files.

On February 21, 2026, Dr. Foerster again raised the Howard issue directly with FBI Ann Arbor and Detroit leadership. As of September 21, 2026, no response to that correspondence is reflected in the record reviewed for this archive.

A separate HHS-OIG request, FOIA Request No. 26-0589, seeks records concerning Howard’s broader assignment, supervision, office assignment, responsibilities, duties, and role in HHS-OIG Case No. 5-17-0-0192-4. After HHS-OIG did not issue a determination, Dr. Foerster requested a written determination and sought constituent assistance from Senator Chris Van Hollen’s office.

Additional FBI Interviews Involving HHS-OIG/HHS Personnel

The Howard issue is not confined to the March 2 interview.

Dr. Paul Cronin and Duaa Altaee each stated that Tyson Howard participated in their respective FBI interviews on March 7 and July 10, 2018. FBI records independently document the participation of an HHS-OIG/HHS Special Agent in those interviews.

The accounts also contain a material discrepancy: Altaee’s physical description of the individual Altaee identified as Tyson Howard did not match Dr. Foerster and Dr. Petrou’s description of the individual who identified himself as Tyson Howard during the March 2 interview.

The released FBI records presently available do not establish that the HHS-OIG/HHS personnel documented across the three interviews were the same individual. Dr. Foerster therefore submitted interview-specific FOIA requests seeking HHS-OIG records concerning Howard’s participation.

March 2, 2018 — Dr. Bradley Foerster and Dr. Myria Petrou

On August 21, 2026, Dr. Foerster submitted an HHS-OIG FOIA request seeking records documenting Tyson Howard’s participation in the March 2, 2018 FBI interview of Dr. Foerster and Dr. Petrou.

The request seeks investigative records, interview reports, notes, case-chronology entries, assignment and coordination records, and communications between HHS-OIG and the FBI concerning Howard’s participation. FOIA.gov recorded the request as Submission ID 3118126.

March 7, 2018 — Dr. Paul Cronin

Five days later, the FBI interviewed Dr. Paul Cronin at the University of Michigan Hospital. The FBI interview record documents that an HHS-OIG Special Agent was present. Cronin separately identified Tyson Howard as participating in the interview.

On September 21, 2026, Dr. Foerster submitted a FOIA request seeking HHS-OIG records concerning Tyson Howard’s participation in, preparation for, coordination of, or follow-up concerning the Cronin interview.

The request identifies FBI Case ID No. 46H-DE-2595857 and Serial 15 as additional search identifiers. FOIA.gov recorded the request as Submission ID 3190541.

July 10, 2018 — Duaa Altaee

FBI records concerning the July 10, 2018 interview of Duaa Altaee document coordination with an HHS-OIG Special Agent preceding the interview and the presence of a U.S. Department of Health and Human Services Special Agent during the interview. Altaee identified Tyson Howard as participating in the interview.

On September 18, 2026, Dr. Foerster submitted a FOIA request seeking HHS-OIG records concerning Tyson Howard’s participation in, preparation for, coordination of, or follow-up concerning the Altaee interview.

The request identifies FBI Case ID No. 46H-DE-2595857 as an additional search identifier. FOIA.gov recorded the request as Submission ID 3186501.
